Community Project Funding requests direct funding to specific governmental entities or nonprofit organizations. The CPF program is being implemented with accountability measures to ensure a responsible and transparent process. Through this program, Members of Congress request funding for specific projects in their districts to serve the public good and keep the public informed on details of projects submitted to the House Appropriations Committee. Not every CPF request submitted by a Member of Congress will be included in the FY24 appropriations bills.
The following are some of the projects that have been submitted by Congressman Collins for funding consideration.
1. Madison County Water Main Extension

Amount of Request: $1,812,608
Explanation of Request: Madison County is requesting $1,812,608 in federal appropriation funding to construct a two-mile water main extension in Madison County, Georgia that will act as an economic development catalyst by attracting up to $140 million in additional economic investment and creating up to 30 jobs in a proposed economic corridor. The proposed project will serve Columbia Farms Feed Mill (located at 55 Cooper Rd, Comer, GA 30629) with municipal water. To do so, the county will tie into the City of Comer’s existing water main along the Highway 72 Bypass and extend the main for approximately one mile south to the Feed Mill, located along GA Highway 72. Currently, Columbia Farms Feed Mill obtains its water from a groundwater well onsite, and once the new water main is complete, this groundwater well will be incorporated into the municipal system. The Feed Mill would also benefit from the reliability and fire safety that municipal water will provide. The county anticipates that the water main expansion would allow up to two additional industrial facilities to move next to Columbia Farms Feed Mill, and the county has been in contact with companies interested in building facilities in Madison County. The proposed project will serve the GA-10 congressional district by attracting agricultural industrial investment and employment opportunities to the region and improving the county’s infrastructure.
The proposed project service area, which has been identified in Madison County’s updated comprehensive plan as an economic development area, will become a needed employment hub for the county. These types of employment hubs are needed to ensure that the GA-10 congressional district continues to be economically competitive and resilient in the future. The proposed agricultural industrial investment will also contribute to preserving the GA-10 district’s agricultural heritage.
